What is SAVIN?

SAVIN is the state of Hawaiʻi Statewide Automated Victim Information and Notification. SAVIN allows for  victims, survivors, and the public to receive information about an inmate’s custody status.

What is VINE?

VINE is an online system that provides alerts about an inmate’s custody status via text, email, phone or in app. In the state of Hawai’i, the Department of Corrections and Rehabilitation (formerly known as the Department of Public Safety) utilizes VINE to deliver its SAVIN services.

 

 

Introduction/How to Use

SAVIN provides you with peace of mind. If you are a victim of a crime and the person who harmed you is in jail or prison, you can use the Statewide Automated Victim Information and Notification (SAVIN) system to search for where the person currently is incarcerated and to sign up to be notified about changes in their custody status.

Use the notification search to learn about why you received a notification, what the notification means, and how to get more information or support. You can search by keyword, such as “release”, or Notification ID number, found at the end of your notification.

Please do not depend solely on this program for your protection. Maintain contacts with your advocate, attorney, or law enforcement officers assigned to your case.

What is the Statewide Automated Victim Information and Notification System (SAVIN)

Some victims and community members find it helpful to have information about an offender’s custody status to consider while making decisions about their safety and daily life. You can search for an offender to get this information through the Statewide Automated Victim Information and Notification (SAVIN) system. SAVIN also notifies you about events such as parole hearings where you may have an opportunity to exercise your right to be heard and to participate in the criminal justice system.

Custody information and notification are provided through VINELink.com. Searching for information and signing up for notification is private, confidential, and available 24 hours a day, 7 days a week. Changes in custody status can include transfer, escape, return from escape, parole hearing decision, and release. For a complete list of custody status changes that trigger a notification, see below.

Notifications are available by email, text, phone, and through TTY technology if you have hearing difficulties or impairments. Notification is available in English, Ilocano, Japanese, Korean, and Tagalog.

How to Register

You may register for notifications at any time. Notifications are free, anonymous, confidential, and available to everyone. There are three ways to register:

1. Go to VINELink.com

  • Click “Search for Someone”
  • Search for the offender by name, or state ID number.
  • When the search results return, hit “Record Details” to see more information and confirm the search found the offender you are looking for.
  • Click “Get Notified” and then click “Add” to add a notification method.
  • Choose “Phone”, “Email”, “Text”, or “TTY” based on how you would like to receive notification. You can select more than one type of notification.
  • Click “Next PIN” and enter a four-digit PIN.
  • Hit “Complete Registration”
  • You can also choose to “Create an Account”. Creating an account enables some additional features such as storing a list of all of your registrations and making it easier to update your registrations when your contact information changes.

Stopping Notifications

You may stop notifications at any time. There are three ways to cancel notifications:

1. Go to VINELink.com

  • Click “Look up Registrations”
  • Click “Continue”
  • Search for the phone number or email address associated with your registration.
  • VINELink will need to send a verification code. Enter the email or phone number you would like to send the verification code to and hit “Send Code.”
  • Enter the verification code and click “Complete”
  • Click “Next PIN” and enter a four-digit PIN number.
  • Click “Delete”.  A pop-up box will appear, hit “Delete” again.

If you are experiencing difficulty or frustration with the type of notification you are receiving but would still like to get notification, you can always cancel your current notification method and sign up for a different one. For example, some users find notification by phone to be frustrating as the phone calls continue until you answer the phone and enter your PIN. In that case, it might be a good option to cancel notification by phone and register for notification by email instead. Emails are only sent once, available at all times, and no PIN is required.

Important Registration Facts

  1. If you are requesting notification by telephone or text, you will need to create a four-digit Personal Identification Number (PIN). You will need this PIN to make changes to your registration, so keep it somewhere safe.
  2. If you register for notification by telephone, you will receive a recorded alert message. Enter your PIN to let SAVIN know you received the message. SAVIN will continue to call until you enter your PIN.
  3. If you register for notification by text or email, each alert message will be sent to you only once.
  4. If you select notification by text, you will receive a two text notifications confirming you have registered. The first text includes the instructions to “text STOP to opt-out.” If you text STOP it will delete your registration for all offenders you are registered to receive notification on.
  5. Only register telephone numbers or e-mail addresses that are safe and confidential.
  6. The offender will not know you have registered.
  7. Keep Hawai’i SAVIN informed of any changes to the registered telephone number and/or email address.
  8. Do not register a telephone number that rings to a switchboard.
  9. You can register multiple telephone numbers and email addresses.
  10. If the offender you are receiving notification about is sentenced to a longer sentence, it may be years before you receive notification.

You will automatically receive notifications when the offender has a change in custody status or a parole event, including:

  • Release
  • Escape/ Return from Escape
  • Unsupervised Custody
  • Return to Custody
  • Transfer
  • Death
  • Requested Reduction of Minimum (ROM)
  • ROM Review
  • ROM Decision
  • Early Parole Hearing
  • Parole – Upcoming Parole Hearing
  • Parole Hearing Decision
  • Parole Hearing Delayed
  • Parole Discharge
  • Warrant Issued
  • Parole Return to Custody
  • Parole Revoked
  • Parole Interstate Compact Transfer (IC)
  • Parole Return from IC
